Enforcing Company Following Regulations

Cuba wants to see countries' opinions regarding how to ensure that countries follow the safety guidelines + protect rights of their workers.
Cuba has propsed sanctions, but also enjoys Lithuania's proposal regarding the U.N. Charter, and wonders if U.N. could somehow jointly enforce.
Cuba is not in favour of closing the mine as that would deal a significant blow to Ghana's GDP for an indefinite amt. of time as long as this committee cannot reach concensus.
Thoughts?

This delegate is in agreeance with Cuba's stance on not closing the mines. We believe that it is not the fault of the industry that Ghanian workers are being exploited but rather the fault of corrupted government and Vigilent's ignorance towards universal human rights policies.

With that being said, the Republic of Latvia proposes a possible body being formed to regulate Ghanian mines under the influence of Vigilent within this committee or by the UN.
