The delegation of Spain would like everyone’s opinion on the following solution to espionage issue/crisis:
Reminding all nations that espionage violates the Universal Declaration of Human Rights- article number 12;
Stressing that the purpose of monitoring systems is for the benefit of the citizens, not for the financial/militarily benefits of the country;
Noting that the loss of privacy doesn’t necessarily make people safer;
Realizing that secret spying (espionage) may cause lots of diplomatic conflicts;
Emphasizing that spying on one country can often lead to that country to spy on other countries as well, leading to a chain reaction, disturbing peace;
1. Requests for all nations to be transparent about their international monitoring systems as their sole purpose of monitoring is for the benefit of the citizens;
a. Annual summary of what each country has done in terms of monitoring internationally
b. Interpol should be able allowed to access each country’s monitoring system to ensure that they aren’t monitoring what they’re not supposed to
2. Encourages all nations to establish an international standard for “espionage”, in other words, transparent monitoring;
a. The stealing of confidential information without the holder's knowledge
b. Institutional effort to obtain private information
3. Calls upon all nations to report to INTERPOL before conducting a new monitoring project;
to increase the security of private government information within countries
4. Urges the formation of a neutral international police force:
a. Supervises each company/country’s monitoring projects
b. Investigate crimes that span across many nations
c.
5. Clarify the fact that all INTERPOL agents must be impartial in terms of political, militaristic, religious, and racial intent;
all infractions of this most fundamental policy must be quickly and effectively dealt;
mass surveillance is a national defense policy, which each nation has the right to decide;
6. Stress that INTERPOL have no control over espionage activities unless it involves:
a. public safety
b. terrorism
c. crimes against humanity
7. Urges the importance of transparency to maintain stabilized relationships between countries.
