Clearly they are not eligible to host the 2022 World Cup. 964 people have died and more will continue dying no matter how much Qatar promises to change.

Qatar should still be in the running as it is still 8 years away, and in our resolutions, we have stated that we are allowing nations to make reforms before revoking their host titles

Though Uruguay believes that Qatar should be stripped of its rights to host the 2022 World Cup. We are willing to give Qatar an opportunity to improve their treatment of workers and other citizens. If Qatar is willing to change, they may keep their rights to host the 2022 FIFA World Cup

@south africa in your resolution does it mention to be biased in its choice of which country gets time to change?
