Trading zones

Each nation would be a part of the mutual trade agreement to compensate for fluctuations and to ensure energy security.
What does everyone think? How do we improve this system? Any alternatives?

I think some of us have reached an agreement that we don't necessarily need a trade agreement.
Our purpose in the beginning was to try and improve the distribution of the energy at an international level but if we can increase the efficiency of distribution of energy internally within a country then that would also decrease energy going to waste.
