Cross-border antibiotic shopping

The delegation of Mexico would like to bring the topic of cross border antibiotic shopping to the attention of the council. Because a doctor's prescription is not needed to obtain antibiotics in Mexico, American citizens are crossing the border into Mexico for the sole reason of obtaining antibiotics without authorization. This results in many people wrongly taking antibiotics for non-bacterial infections, which only encourages the breeding of superbugs.

The delegation of Mexico is open to any suggestions on how to solve this international crisis.
