    And Act to Ensure Fair Punishment For All Canadians

    The Fair Punishment Act, 1970

    WHEREAS death is the ultimate price to pay for any crime or offence committed in Canada and around the World

    AND WHEREAS Many crimes committed in Canada under the Criminal Code do not warrant the use of lethal force to punish the perpetrators/offenders of the crime.

    AND WHEREAS Bill C-168 placed a 5 year moratorium on executions on all offenses, save for those who murder police officers and correctional institution officers.

    AND WHEREAS The total abolition of Capital Punishment would be a far more efficient and permanent solution than Bill C-168

    AND WHEREAS jail time, even for life, is a more humane punishment than any form of execution currently available, and likely ever to be available.

    THEREFORE, BE IT RESOLVED THAT

    1. The death penalty, for all offenses, save those within the Canadian Forces, will be abolished.
    2.
    2. Any non-military death sentences that have yet to be carried out will be commuted to life imprisonment, with the details of said imprisonment being dictated in clause 4.

    3. All wrongful execution cases currently under investigation will be closed and those working on them will be reassigned.
    a. Exception in cases where the chief investigator has reason to believe the death was indeed wrongful.

    4. The definition of Life Imprisonment is hereby established as 30 years in Prison, as a minimum, with the following specificities:
    a. Eligibility for parole after 20 years, or as set by the standing Judge, with possibility of:
    i. Reduced to 15 years on the event of good behavior in cases of non-violent crimes (not resulting in death or grievous injury) and non-seditious (treason) crimes.
