    Addressing the flaws of Neo-Colonialism

    Dependence is one of the biggest flaws of Neo-Colonialism.
    Japan believes this can be addressed by investing into more long term investments such as:

    Infrastructure of a Country

    Economical and Political Stance/Stability

    Internal Government Transparency - Fighting Corruption

    Any other flaws that can be addressed?

    Maybe cross-refer with Brazil's four-step solution? Cuba supports steps 1 and 3 most strongly. Step 2 is not necessarily interdependent.

    Brazil's 4 Steps
    1. Training Civilians
    2. Encourage Small Businesses
    3. Combat Corruption
    4. Ensure Environmentally Sustainable

    1.This can come from paying civilians more, the working class instead of putting all that money into rich overlord's hands
    2. This can come in the form of incentives, maybe cash incentives from assisting countries (Japan strongly supports this, as its the small companies employ a large amount of a nation's workforce)
    3. This can be done by enforcing laws (Can be further evaluated)
    4. Begin with the end in mind; have the end goal in mind with greens still around and the country should still remain environmentally sustainable. (However, japan does not see this as a really precedent point)

    Neo-colonialism means CONTROL
    CONTROL means BAD
    in order for developing countries to progress, and for political, economical, and financial freedom, either the definition of neo-colonialism must be changed, or it must disappear altogether.
