    Draft Resolution 2.1

    Sponsors: People’s Republic of China, Republic of Lithuania, Russian Federation,

    Signatories:



    The United Nations General Assembly 4th Committee,


    Deeply Concerned with the possibility of an Outer Space arms race,


    Emphasizing the need for peaceful use of outer space, for the sake of world peace,


    Recognizing the need to defend national security through outer space means,


    Further emphasizing the need for sustainable usage of outer space,


    Recalling all previous treaties regarding Outer Space law, notably the Outer Space Treaty of 1967,


    Observing the need for free, international collaboration and cooperation

    to improve space exploration programs,


    1. Strongly recommends all nations pursuing space exploration programs to sign the Outer Space Treaty of 1967, and follow in accordance with its writings.


    2. Accepts the definition of the following terms:

    a. Weapons of Mass Destruction; Any type of weapon with major, destructive capabilities causing great harm to a large area or a large population of people,

    b. Space Weapons; Any type of orbital weapon, with the capabilities of bombardment upon the earth’s surface with any type of destructive capabilities, which includes the following but is not limited to:

    i. Tungsten and Uranium rods,

    ii. Explosive rockets,

    iii. Space-to-earth lasers,

    c. Earth to Space weapons; Any type of weapon that has the capability of firing upon any type of object or body outside of the earth’s atmosphere, including Anti-Satellite technology;


    3. Endorses the ban on all orbital Weapons of Mass Destruction, which includes the following:

    a. Nuclear weapons,

    b. Kinetic Bombardment,

    c. Radioactive weapons,

    d. Biological weapons,

    e. Chemical weapons;


    4. Calls upon the creation of the United Nations Office for Space Weapons, which would do the following in the interests of world peace,

    a. Request all nations to report weapons being sent outside of earth’s atmosphere to notify the UNOSW,

    b. Review the nation in question’s motives to place weapons into space,

    c. Accept, decline, or send recommendations pertaining to the mission in question;


    5. Authorizes the creation of the United Nations Office for Anti-Satellite weapons usage, which would do the following in the interests of world peace and sustainability of outer space:

    a. Keep a general archive of current satellites and their stated uses by the nations/organization in possession of the satellite,

    b. In the case of a request made by another nation to take down the satellite due to infringements upon national security, the UNOAS will file an inquiry into the issue,

    c. Upon the event that a satellite is ruled to be infringing upon the security of a nation, the satellite’s owner would be notified to alter the satellite’s orbital course within 7 days

    d. If the organization is unwilling to do so, the nation wishing to take down the satellite shall be authorized to use anti-satellite weaponry to take down the satellite


    6. Strongly recommends that in the exploration and use of outer space, nations should be guided by the following principles of the Declaration of Legal Principles of Outer Space of 1963:

    a. Outer space and celestial bodies are free for exploration and use by all States on a basis of equality,

    b. The activities of nations in the exploration and use of outer space should be carried on in accordance with international law, notably the Charter of the United Nations, in the interest of maintaining international peace and security and promoting international co-operation and understanding,

    c. States shall be guided by the principle of cooperation and mutual assistance and should conduct all their activities in outer space with due regard for the corresponding interests of other States,

    d. States should regard astronauts as envoys of mankind in outer space, and would render to them all possible assistance in the event of accident, distress, or emergency landing on the territory of a foreign State or on the high seas,


    7. Encourages all nations to increase education around the sustainable, environmentally friendly usage of outer space, as well as have their space agencies cooperate in the mutual goal to increase knowledge around outer space, specifically including:

    a) Establishment of regional space centers in the Asian region including China and Korea,

    b) Annually Hosting the Space Science and Technology for Sustainable Development Conference in Beijing, China.
